The Education Division will operate as a Government-Partnered Hybrid Social Enterprise, combining public sector collaboration with private sector innovation to deliver inclusive, market-driven education and workforce development. Rather than functioning solely as a traditional education provider, the Division will serve as an implementation partner supporting the Government's national development agenda through skills development, Technical and Vocational Education and Training (TVET), digital transformation, entrepreneurship, STEM advancement, and lifelong learning.

Operating under a sustainable hybrid social enterprise model, the Division will generate revenue through government service agreements, accredited training programmes, industry partnerships, consultancy services, research, technology innovation, and education enterprises. These commercial activities will subsidize educational access for disadvantaged learners while ensuring long-term institutional sustainability.

Over the next five years, the Division aims to become a nationally recognized centre of excellence for practical education, workforce development, and innovation, contributing directly to Zambia's socio-economic transformation.

The Education Division will position itself as an implementation partner supporting ministries and public institutions in delivering national education and workforce priorities.

Through practical, market-driven learning, the programme seeks to strengthen workforce readiness, foster innovation, promote enterprise development, and contribute to sustainable national socio-economic growth.

Operating under a Hybrid Social Enterprise model, the Education Division is committed to achieving long-term financial resilience by combining social impact with sustainable commercial activities. By the end of the five-year implementation period, the Division targets 65% financial self-sufficiency, with operational costs financed through internally generated income, government service contracts, strategic public-private partnerships, accredited training programmes, consultancy services, and other revenue-generating educational initiatives. This approach will ensure the continuous delivery, expansion, and long-term sustainability of high-quality, accessible educational services while supporting Government's national education.
