The Healthcare Division will operate as a Government-Partnered Hybrid Social Enterprise, delivering accessible, affordable, and high-quality healthcare services through strategic collaboration with Government, public health institutions, development partners, and the private sector. Rather than functioning solely as a healthcare provider, the Division will serve as an implementation partner supporting Zambia's national health priorities by strengthening primary healthcare, preventive medicine, community health systems, emergency response, and digital health innovation.

Operating under a financially sustainable hybrid social enterprise model, the Division will combine public health service delivery with revenue-generating healthcare solutions to ensure long-term sustainability while expanding equitable access to quality healthcare, particularly in underserved and rural communities.

Over the next five years, the Healthcare Division aims to become a nationally recognised community health partner that complements Government efforts by improving health outcomes, reducing preventable diseases, and strengthening resilient healthcare systems.

Strategic Partnership Framework

The Healthcare Division will work as a strategic implementation partner supporting Government healthcare programmes through collaboration with:

· Ministry of Health

· Zambia National Public Health Institute (ZNPHI)

· National Health Insurance Management Authority (NHIMA)

· Provincial and District Health Offices

· Local Authorities

· Teaching Hospitals

· Rural Health Centres

· Community Health Structures

These partnerships will support the delivery of integrated healthcare services, mobile outreach programmes, disease surveillance, preventive healthcare campaigns, maternal and child health services, and emergency health interventions.

Programme Objective

To partner with Government, healthcare institutions, development partners, and communities to strengthen equitable access to preventive, primary, and community-based healthcare services that improve health outcomes, reduce preventable disease, and build resilient health systems. Through an integrated Hybrid Social Enterprise model, the Division will combine high-quality healthcare delivery with sustainable commercial operations, ensuring long-term financial viability while advancing Zambia's national health and universal healthcare objectives.

Operating under a Hybrid Social Enterprise model, the Healthcare Division will balance social impact with financial sustainability by delivering essential healthcare services alongside strategically managed revenue-generating activities. By the end of the five-year implementation period, the Division aims to finance 70% of its operational costs through internally generated income, Government healthcare service agreements, National Health Insurance (NHIMA) reimbursements, diagnostic and laboratory services, corporate health programmes, professional training, consultancy, and public-private partnerships. This model will ensure the continuous expansion of accessible, affordable, and high-quality healthcare services while reinforcing Government efforts to build a stronger and more resilient national health system.
